The 19-year-old Tottenham Hotspur winger prioritised top-five European league development over immediate English top-flight riches, firmly ruling out a second stint at Ibrox Stadium.

Moore has formulated a multi-step career roadmap targeting elite continental clubs by 2027, requiring starting minutes in the German Bundesliga to prove his tactical readiness.
Fabrizio Romano previously reported via Rangers Review that the German side were “clear favourites” to secure the teenager.
